The Cultural Services is a division of the French Embassy in the United States. [It] provides French and American artists, intellectuals, arts professionals, and the general public a platform and resources for cultural exchange. What's the big deal with using proper apostrophes?

Those headings would look better with less line-spacing. Also, there are little type styles that really lend themselves to being used in multiple lines of small-sized underlined all-caps. Extrabold Moderns are not among those.
